VPN Hub and Spoke Configuration

I wondered how things get typically configured for a hub and spoke versus full mesh scenario for Cisco and Juniper.

In particular, it seems like if there is more than one router in a VRF, - and maybe multiple interfaces on the router, that all the spoke routers end up in one VRF and the hub routers in a different VRF.

Is this is only way it is supposed to work or is this just typically the way it is set up?

Is it even possible to have, say 10 routers in one VRF and 2 of them be hubs and the other 8 be spoke?

I didn't see how you would do this in Cisco but I just wondered what the typical user does?
